This adds support for reading data from `varchar`/`char`/`text` columns that would be read with the wrong encoding previously. Co-authored-by: Sasha <akvalibra@gmail.com>

This adds support for reading data from
varchar/char/textcolumns that would be read with the wrong encoding previously.This is based on the collations supported in SQL Server 2019.
