The same changes done for Sigfox IOTA (telefonicaid/sigfox-iotagent#83), this time for IOTA-LWM2M

This will ease the migration from Travis to GitActions for CI (see telefonicaid/iotagent-ul#452)

If this task is finally accomplished, the file test/unit/ngsiUtils.js (currently used to access the CB) will be no longer needed.
