This changes how we are enabling
VolumeSnapshotsand restoring usingVolumeSnapshots.VolumeSnapshotsfor all new instances in all organizations (this will not enable them for existing instances).VolumeSnapshotsfrom thetembo-testorganization in dev/staging.
