What changed?
Added a dynamic config to enable/disable manual pagination for Elasticsearch.
Why?
PR #4271 enabled manual pagination for Elasticsearch by default. Adding a dynamic config to control it just in case something bad happens.
How did you test it?
Added unit tests.
