test: Improve public plan proposal simulations

Summary

We need to come up with better ways to simulate public plan proposals. Currently, the only basic logic is written.

And after genesis functionality with F1 logics including #104 are implemented, we plan to add import, export simulations and detailed, randomized cases for public plan proposals simulation
