This is the PR having the core C++ cuQuantum accelerated ops.

Upgrades qsim to 0.16.1, and adds cuquantum_configure to set the local compilation setup in bazel.
scripts/test_all.sh has option to enable cuquantum tests

Python layer tests will be added in the next PRs.
