feat: Initial Hashicorp release with documentation

Description

Need to force a release as v1.0.0 tag has got an old README.md file which is picked up and displayed by https://registry.terraform.io/modules/terraform-ibm-modules/key-protect-key/ibm/latest

Check the relevant boxes:

• Bug fix (nonbreaking change that fixes an issue)
• New feature (nonbreaking change that adds functionality)
• Breaking change (fix or feature that would cause existing functionality to not work as expected)
• Examples or tests (addition or updates of examples or tests)
• Documentation update
• CI related update (pipeline, etc.)
