This PR updates the kops dependency to v1.28.1.
kOps 1.28.1 introduced some new fields on the cluster resource, and are reflected in the generated code / docs included in this PR.
This PR also updates a few of the GH Actions used in the release process. I found I had to update these on my fork to get releases working.
