Create common Clowder volume

Since the drone pipeline will be running on the UA OpenStack environment, data loaded into Clowder won't need to be copied

Tasks:

• Create multiattach volume in CyVerse OpenStack
• Attach new volume as RW to Clowder instance
• Attach new volume as R-Only to other instances accessing Clowder data

This is done when:
The above steps are completed

CyVerse OpenStack doesn't allow creation of multiattach volumes. Waiting on appropriate volume type to be created so it can be used to create the volume
