Just as IPNS re-publishes, we ought to re-publish each room's latest update, say, every 5 minutes. This should greatly improve how quickly nodes can sync.

feat(core): re-publish latest update

requires a new column on photos table for indicating whether or not the update was created locally
or not. we only want to republish those.
