Try to fix releases

I'm not sure why, so this is a bit of a shot in the dark.

Here's a related upstream issue: softprops/action-gh-release#232

But it seems like the problem is that the job is trying to create the release. All I want to do is attach a file to an existing release. I think the fix is to add the required permissions. But now I'm wondering why my other project doesn't require that.
