Problem Description
What did you expect to happen?

If I couldn't see an ED-209, it couldn't see me.

What happened instead?

Trying to evade security, I was hit by an electrode from off-screen fired by an ED-209 I couldn't see.

Why is this bad?

It's bullshit.

What are the consequences?

Telekinetic robots

Steps to reproduce the problem:
  1. Spawn an ED-209 and HUDSunglasses
  2. Give yourself the access needed to use the HUDSunglasses (when in doubt, Grant All Access)
  3. Walk up the corridor until you can no longer see the ED-209
  4. Set yourself to arrest

Result: With a bit of luck, it'll shoot an electrode at you from off-screen

might be intended, setting to not a bug for the moment.

I'm pretty sure this was intended. Should it be left this way though or changed to the standard 7 tile range?

Their gameplay should be consistent with the rest of SS13. While other ranged weapons can shoot from offscreen, players don't have a means to reliably aim at offscreen targets. I'd like to see the ED209 range reduced to 7 tiles.

Probably not intended, but doesn't beepsky do this too? At least the targeting from offscreen bit.

* Space heater actually turns On with a right click this time. (tgstation#61599)

I got bamboozled and this PR of mine tgstation#61334 (15c0080) isn't working as expected.
The Space Heater turns on but wasn't processing Atmos to change the temperature around itself.
This fixes that.
