THUMB-F has this special case:

			     (<AND <RUNNING? ,I-CLOWN-ALLEY>
				   <EQUAL? ,HERE ,CLOWN-ALLEY>
				   ,HELPED-THUMB>
			      <TELL "He winks at you and flashes a smile." CR>)

Which I take to mean that if you're in his trailer (CLOWN-ALLEY), and Chuckles is there too (I-CLOWN-ALLEY is running), and you helped him earlier at the water fountain (HELPED-THUMB), then he will wink and smile at you to show he recognizes you. (If you didn't help him he'll reveal your identity to Chuckles. See I-CLOWN-ALLEY.)

But this code is never run, because it's inside the <EQUAL? ,HERE ,BLUE-ROOM>. It needs its own special case, alongside the "He rolls his eyes back in a theatrical way" case earlier in THUMB-F.
