Summary

This PR is for adding the third content subsection to the Inclusive Events chapter.

The chapter is referenced in Issue #3307 and collates recommendations and guidance on how to plan and run events that are inclusive of and accessible to people with a lived experience.

This subsection is about considerations for creating a communications strategy, and how to support your event communications being inclusive of people with lived experience.

Once reviewed, this section will be merged into the WIP-Inclusive-Events-chapter-Content branch. Please refer to Issue #3307 for more information about this chapter.

Should it be restructured, or is the current flow okay to use? Restructuring could possibly more closely follow the "who, what, when, how" opener in the introduction

Great first draft! I've mostly given some high-level suggestions at this point on how we could maybe shuffle the order of some bits of information around to maybe streamline things a bit!

Made a bunch of updates based on review and style aligment.

The next step is to pull out the content (as addressed in the remaining unresolved review comments) and separate out what sections need to be moved to a different (or new) subsection.
