Sounds tab: Start with sounds from device #150

In the sounds tab at first show the sounds on the device.

Adjust the permission checking: Allow permissions or leave "Sounds" tab
Adjust the tutorial
Adjust order: The view by folder shold be followed by the long list

- Don't show multiple hints at once. - Don't show hints for view left off the screen
