It used to be publicURL by default but now fog uses adminURL for some
endpoints. The openstack compute resource does not work if this url is
not accessible from the foreman server.

I don't completely understand, but from what I was able to find, there is a lot of confusion about this setting and it causes a lot of issues when set incorrectly, so it is for the better to set it explicitly.
