Functionality for banners?

I saw a "standing with Ukraine" footer banner on Svelte's site today, and realized: do we have the ability to add header or footer banners to ours? Might be useful for things like announcements coinciding with Portland or other notices.

It is possible, but not currently a feature built into the Docsy theme directly.
This would be a great feature requirement for the site redesign.

If it is a priority, I can add some code to make a banner happen on the site. If it is a good to have but not immediate, then I would suggest we hang on to this idea and make sure it is part of the new site design.
