Adds documentation to explain how we use the permission system + providing extra context about users and groups.

Note: this branch is based on oz-object-level-permissions because it documents the object-level permissions mechanism that is implemented there. Do not merge until #481 is merged

Hi @tortila I'm happy with merging this in. The two comments I added are easily a thing we could add later, and while they're nice to have, I don't consider them blockers.

Please tag me if you dont act on them so I can make an issue to add to the documentation later.
