Toggle global on/off

iOS 9.3.3 iPad
I can't seem to find Caffeine 1 anywhere. Is there any way to globally enable/disable auto lock?
If not, how do I select the "Springboard' app? It's not in the list of apps. I want my iPad to sit on the home screen and remain open forever until I either lock it manually or switch to a different app where it will autolock normally.
