feat: initial pipeline setup

• adds pipeline items for major monorepo components

• misc enhancements:

  • run all pipeline components on push
  • run only pipeline components with files changed on push to non protected branches

Linting and build in the pipeline:

• auth
• admin
• gbajs3
• nginx (potential linting opportunity)
• postgres (potential linting opportunity)

Tests in pipeline:

• auth
• admin (TODO)
• gbajs3 (TODO)
