Is your feature request related to a problem? Please describe.
As an admin, I'd like to be able to email a user directly from an /internal/users/{id} page. Currently, I either have to copy/paste their email into /internal/reports or use a separate system to email them.

Describe the solution you'd like
A button on /internal/users/{id} that sends me to /internal/users/{id}/email or something similar.

On that page, I should have access to our various Canned Responses and the ability to send an email.

Additional context
Because this page is accessed via /internal/, it is restricted to DEV Staff with elevated permissions. You may want to note this page from the DEV docs if you intend to take on this issue.

@pkfrank I know we have been doing a lot of work on the admin area lately. Does this issue fall in to any of the current RFCs, would it make a good potential RFC, or is it something we no longer need?
