There is a directory loch/locale/cz containing the Czech language messages. That should be renamed to loch/locale/cs
See http://www.localeplanet.com/icu/iso639.html#cs for confirmation
This appears to have been wrong for many years.
It is fixed in the Debian 5.5.0 package.
