Clarify whether/when the result is valid if the timer has been reset. #222

Caltech Fall 2014: Competitor reset timer before the time is written (awarded DNF).
Delegate thread for Cubing V1.0 2014 (4.xy + reset => given 4.99; conversation didn't reach a conclusion)
UK Championship 2014 (also see #218). (2:08.xy + reset => given 2:08.99)

Note that:

  • Judge/competitor/audience memory should be considered unreliable. See this case with Lars Petrus in 2007.
  • The Stackmat display lags behind the timer itself, and updates only a handful of times a second. Video evidence is unreliable if the timer did not clearly halt.
