test: support installing git-lfs in different environments and only if necessary #2611

Proposed changes

Improve system test dependency on git-lfs but supporting its installation in more environments (e.g. apt, dnf, yum, homebrew) and only installing if it is not already installed.

Previously running tests on MacOS natively would try to installed the debian package (which would fail).

Types of changes

  • Bugfix (non-breaking change which fixes an issue)
  • New feature (non-breaking change which adds functionality)
  • Improvement (general improvements like code refactoring that doesn't explicitly fix a bug or add any new functionality)
  • Documentation Update (if none of the other choices apply)
  • Breaking change (fix or feature that would cause existing functionality to not work as expected)
