ci: add cloudsmith cleanup job to remove old packages

Proposed changes

Cloudsmith tedge-main* repo cleanup workflow to remove older non-official packages older than 60 days.

The cleanup will avoid exceeding the cloudsmith limits and remove older packages which were build from the main branch (so are superseded by the next merge into main, but still allowing some "lookback"). More advanced strategies of "keep last N versions" could be assessed in the future.
