Similar to skpetic, but it does not add itself as a build
dependency, which means that all downstream users of LZ4
don't need to build skeptic (and all its dependencies).
See budziq/rust-skeptic#60.
Switch to docmatic for testing README.
refresh: update edition & fix clippy lints
It is no longer needed because skeptic isn't used by lz4-rs
Motivation:
1. Two emails for build failure is too much
2. GitHub Actions is faster
3. GitHub Actions already covers Linux
4. Travis config is half-broken due to invalid secrets

If there's still a desire to test with beta/nightly Rust,
that can be added to GitHub Actions
