What happened?

I browsed to https://addons.thunderbird.net/en-US/thunderbird/ (and several other pages on that site) with my browser (Chrome) window not wide enough to display all the content.

However, no horizontal scrollbar appeared, and trying to drag horizontally (via MacBook two-finger touchpad drag to right) didn't work. Apparently, the only way to see the rightmost content is to use a wide-enough browser window.

What did you expect to happen?

(Since the page doesn't resize to (try to) fit the user's browser window) I expected the browser to be able to do its normal job of displaying a horizontal scrollbar and of letting me scroll the page horizontally. I expected the page to not restrict the browser from scrolling horizontally.
