When importing a new 'saved' screen, items with the same name cause conflict

Steps to Reproduce

1. create a screen with uniquely named blocks (I used a webAPI).
2. save that screen.
3. open screen in the same project as a new screen.

Expected Behaviour

Blocks should be renamed, or at least flagged as duplicate.

Actual Behaviour

Duplicate blocks are added with no change of name or warning and cause problems.
