Loosen exact pinning of pydantic

Currently pydantic is pinned to exactly version 0.30.0 which would prevent using fastapi with any other library which required a newer version.

The only listed breaking change is in 0.32.0 therefore the pin could perhaps be relaxed to:

    "pydantic >=0.30,<0.32.0" 

...at least utils 0.32.0 can be tested.
