PSPs are needed in a k8s <= v1.24 cluster when pod admission controller is enabled. This change adds PSPs for Tigera dex component.

Description
PSPs are needed in a k8s <= v1.24 cluster when pod admission controller is enabled. This change adds PSPs for Tigera dex component.
