we should wait etcd-io/etcd#5809 merged, then I will new a new issue for this feature.

kvengine: skip load small value filter on level 3 (tikv#667)

Small value table has relatively large filter.
Even if we expire it soon, a bulk insert with many indices still consume a lot of memory.
On level 3, the cost of small value table filter overweight the benefit.

Skip the level 3 small table filter would reduce the memory consumption.
