Hi!

I propose in this PR some updates of the dependencies:

  • Upgrade the minimum required version of Python to 3.9 (to have modern versions of Numpy which is a dependency)
  • Add the support of Python 3.12
  • Upgrade the minimum version of the protobuf dependency to the version 5.26.1. I start to have trouble in my dependencies as I also use the grpc Python packages. They have shifted the minimum version of protobuf to a version greater than 5.26.1 (see here).
