This fixes a problem on CircleCI; that it installs a `libpq-dev` version 10, but the version of psycopg2 we're using doesn't support PostgreSQL 10. It seemed like a good opportunity to update everything. Some small changes were needed to adapt to changes in the `pycountry` package's interface.
