Steps to Reproduce

  1. Download tilt v0.18.5 and tilt v0.18.6
  2. Run tilt v0.18.5, press spacebar to open the browser, and leave the tab open
  3. Run tilt v0.18.6

Expected Behavior

The UI should refresh with the JS with the latest version

Current Behavior

You get the old UI

Context

This can lead to particularly weird behavior when the new ui is sending properties that the old ui doesn't understand
