Move Site, Theme & Menu forms to Tina's hamburger menu #13

Once we can register global forms with Tina, I'd like to move the Theme, Site and Menu forms to the menu so that the page form renders by default.

The site form is now in the global forms menu. There's an issue with groups/group lists/blocks that prevents me from using global forms for Theme, Menu or Authors so those are still in the sidebar. I'll reopen and address his when TinaCMS is patched.
