Update to support the latest cluster-api release

This would be a good opportunity to also bring in some of the dependabot updates that require manual testing/verification:

• build(deps): bump github.com/onsi/gomega from 1.17.0 to 1.18.1 #136
• build(deps): bump sigs.k8s.io/cluster-api from 1.0.2 to 1.1.3 #144
• build(deps): bump google.golang.org/grpc from 1.41.0 to 1.45.0 #145
• build(deps): bump google.golang.org/protobuf from 1.27.1 to 1.28.0 #150
