[Germany Provider] Lower Saxony - Reformation Day before 2017 bug #114

In #86 the reformation day for lower saxony was added.

It was implemented like it was a public holiday even before 2017.

We should implement it like Hamburg (#112).

I will provide a pull request as soon as possible.
