Consider porting the auto-xz feature from nvh

Hi,

I implemented a feature over at nvh which automatically enables fetching/decompressesion of xz tarballs rather than gz ones, if the feature believes the user's system can handle xz tarballs.

Background details for those curious:

Issue over at nvh: shadowspawn/nvh#8
The PR (which was tweaked and manually merged): shadowspawn/nvh#10

This issue is to suggest porting that feature over to here, tj/n. (Willing to hear feedback or thoughts as to why it might be best left un-ported as well, of course! This is merely a suggestion.)

(I'd be willing to copy over the feature as it appears in nvh develop or master, and submit that as a PR here, if it would be welcome!)
