Ray of Frost has been replaced with Fire Bolt. Since movement has not been implemented, and likely never will be, the Lich does not benefit from the movement reduction imposed by Ray of Frost and instead deals more damage with Fire Bolt, which has no movement mechanics.
Currently no Legendary Actions are implemented.
