If the format includes duplicates, is that an error?

I guess it should be a sender error, because that's incoherent. Whether the receiver should be required to check, I dunno. I'll go put together a PR to at least say this on the sender's end. (I'll leave the receiver ambiguous / this issue open.)

The list should not have duplicates

Having duplicates in there is pretty incoherent. See issue #7.
