Create javascript implementation of the protocol to allow block explorers and similar services to easily decode tokenized messages.

This is something the keyring team at BitBoss would like to tackle. It is something we need and we already have pretty complete transaction creation and parsing capabilities in keyring that we can leverage. We will update here as we make progress.
