This PR adds set_nodelay() and nodelay() methods on tokio::net::TcpSocket.
This way developers can set NODELAY option on the socket directly, without
having to resort for workarounds, as described on the original issue.

Closes #5510

Motivation

Developers may want to set NODELAY option directly on the socket.
Currently these methods are available only on TcpStream.

Solution

We add TcpSocket::set_nodelay() and TcpSocket::nodelay(), which delegate
the call to the underlaying socket2 socket. The documentation comments are
copied, and examples adapted from their counterpart methods on TcpStream.
