"Address already in use" regression #50

I'm seeing the "Address already in use" test failure when installing Starlet similar to the issue described here: https://rt.cpan.org/Public/Bug/Display.html?id=103299

I manually installed Test::TCP version 2.14 and the tests passed. Is it possible the changes added for 2.15 removed the previous fix?
