This adds pa11y during our build to increase the accessibility of the website.
I removed
http-serverin favor of our own epxress server.I had to disable
"WCAG2AA.Principle2.Guideline2_4.2_4_1.G1,G123,G124.NoSuchId"because our router is setup withuseHash: true.Issue number: N/A
