Prevent obscenely long urls from breaking browsers #4

Browser support for long urls gets questionable at around 2000 characters. Let's prevent django-unfriendly from generating urls longer than this.

Since we can't cut down the length of the encrypted url, we're left with seo "juice" as the likely candidate for shrinkage.
