[WIP] Events update: ctto events template and page

An initial attempt to...

• Create an events page that has both upcoming and previous events
• Create a template for recurring ctto meetings what will automatically pull in meeting notes and be linked well
• Create a script to generate ctto events

also... should:

• Create documentation for how to contribute events to the website (README for now?)

@dcwalk Committed pagination and a more succinct past events listing—removing the text snippet. Something to note: there isn't a way of getting back to the events listing from an event page. Is there going to be a global navigation item with this PR?

To address your note... I think we need to add a global nav, this would also be needed for the About & Contribute page.
