restore retries and timeout snmp config parameters after connection check, fix #516

From version 0.12 all gathering system has moved from device to measurement. From this version, some devices are resseting its snmp configuration parameters retries to 0 and timeout to 5 seconds, ignoring current config.
In this situation , when timeout happens ( on slow or buggy devices ) it doesn't retry again the query shows this error message
