Refactor to Rework

• style meta data on package.json
• Update base component extension to use placeholders
• Update imports to use published npm package name
• requires an entry file (maybe gets generated)
• Split up theme to be able to import a single file
• Refactor theme variables to use the CSS spec version
• Refactor theme colors to use hsla instead of the old stylus darken and lighten functions
• Add NPM package name and Git URL to Topdoc
• Update to the latest versions of Topdoc (v0.3.0) and topdoc-theme (v0.4.0)
