"Create" Menu is missing when viewing on mobiles and tablets

Using tablets or mobile devices, the "Create" menu button is missing from the top left corner.

Reproduction Steps

1. On a mobile device or tablet, using Chrome or Firefox, visit the URL: http://nasa-mct-notebook.herokuapp.com
2. After page loads, there is no "Create" menu button in top left corner.

Expected Result

"Create" menu button must be present on all devices.

Actual Result

"Create" menu is only present on desktop browsers.
