forward-port older changelogs

(it looks like release-0.3.2 is missing a bunch of changelog stanzas.
oh well. maybe we can just let that branch quietly go obsolete in
october.)

Tor 0.3.2.11 moves to a new bridge authority, meaning people running
bridge relays should upgrade. We also take this opportunity to backport
